Foundation Header

Header 只显示 sequence/canonical label、localized primary title、secondary canonical name、STATUS、AUTHORITY、VERSION 与 RELATED，不展示 tags、source_refs 等全部元数据。

• Business Rule： normative/draft rule，使用深色边线。
• Open Decision： owner-dependent unresolved question，使用 signal accent。
• Implementation Evidence： verified implementation scope，使用 teal accent。
• Reference： non-normative supporting information，使用 neutral line。

390px viewport 下 navigation、language switch、Foundation header、Open Decisions、search 与 architecture 保持可达；table 与 Mermaid 只在自身容器横向滚动，禁止 global overflow。
