Implementation Evidence
Section titled “Implementation Evidence”Plugin、scripts、tests、generated contracts 与 recorded verifier output 证明限定范围内的 implementation；它们不能单独创造 business rule。
Unknown
Section titled “Unknown”缺少 apply response、screenshot、route export、approval record 或当前 runtime observation 的 UI artifacts 与生产状态保持 Unknown。
发生冲突时，先比较 authority/status/version/effective evidence；不由 retrieval similarity 或语言决定权威。Knowledge access ≠ execution authority。
